We’re starting with refining water ice into propellant for Starship-sized vehicles on the Moon and Mars, for a few reasons.

Refueling and reusing a spacecraft helps lower transport costs, the most significant barrier to a city on the Moon or Mars.
As a byproduct of refueling Starship-sized vehicles, we will build a city-scale energy grid, enough mining capacity for any application imaginable, and unlimited water to drink and oxygen to breathe.
We can test Mars propellant production technology on the Moon, which also has water ice, where we can iterate more quickly.
